In preparation for the launch of a Boeing Delta II Rocket from Cape Canaveral Air Force Station, the Mobile Service Tower at Pad 17B rolls back revealing a large commemorative "Launch One for the Gipper" decal painted on the umbilical tower. The GPS IIR-12 satellite launch is dedicated to the memory of the former President Ronald Reagan, who is regognized for having a prominent role in the United States' space and missile defense efforts. The GPS IIR-12 replaces a currently orbiting satellite in the GPS constellation.
